What happened to the $1 million grant that Governor Owens announced in May as disaster assistance for WAS?

It was intended to be used to pay for the 10,000 acre-feet of Windy Gap water that was made available by the Northern Colorado Water Conservancy District. However, the objectors did not feel this was adequate to protect their senior water rights, so the water was never utilezed by WAS. In addition, objectors met with the State Engineer in May aruing that they also had a need fro the $1 million for projects in their areas. The money is still in the hands of the state.
