What Happened to Gender Equality in Kenya When School Fees Were Abolished?

For example, if there are one million kindergarten age children, and all are enrolled in kindergarten, the gross enrollment ratio is 100 percent.The figure becomes more than 100 percent when children who are older or younger than kindergarten age attend this grade. Generally this is due to late enrollment because of obstacles such as school fees. This can be true for any and all grades.
