FreeBSD 5.X uses the devfs(8) device-on-demand system. Device drivers automatically create new device nodes as they are needed, obsoleting /dev/MAKEDEV. If you are running FreeBSD 4.X or earlier and /dev/MAKEDEV is missing, then you really do have a problem. Grab a copy from the system source code, probably in /usr/src/etc/MAKEDEV.
