What happened to all that lottery money that’s supposed to go to the schools? Where is the money going?
Money from the Lottery is being used to help with K-12 education funding. The problem is that the money is supplanting (replacing) and not supplementing existing funding. Lottery money is often used to fund incentives and then pulled back. For example, several years ago, there was a Lottery line item for school construction. Those funds were gradually rolled over into Basic Aid to replace General Fund dollar decreases. The Lottery was sold to Virginians as a means for increasing support for public education. It has actually turned in to a core funding source.
