The substance of these negotiations was guided by the Bali Road Map, an international agreement reached at COP-13 in Bali in December of 2007. The Bali Road Map launched a two-year process to strengthen international climate change cooperation by building on the basic architecture of the Kyoto accord and adding new issues. The new matters included, among other things, new issues on deforestation, adaptation, and technological transfer.
