In the book, when the hobbits went back to the Shire, Saruman had taken it over, so they had to fight to get it back, and Sam became the mayor. That part wasn’t in the movie though. At the end of both, Frodo, along with Bilbo, Gandalf, and some elves (including Galadriel) left Middle Earth.
