States that cannot give incentive awards of any kind (monetary or non-monetary) should, in their State plan, cite the State law or policy that prohibits this. In addition, they are to submit a plan on how they intend to utilize the 1% to encourage the improvement and modernization of employment, training, and placement services to veterans.
