Per law, the purpose is to reward individuals for excellence in services to veterans, and to encourage the improvement and modernization of employment, training, and placement services to veterans. The primary intent is to recognize individuals with monetary and/or non-monetary awards. States that cannot give incentive awards of any kind (monetary or non-monetary) should, in their State plan, cite the State law or policy that prohibits this. In addition, they are to submit a plan on how they intend to utilize the 1% to encourage the improvement and modernization of employment, training, and placement services to veterans.
