The easiest and standard way to get to Tuva from US or Europe is via Moscow. However the US has recently opened a Consulate in Vladivostok, so it should be getting easier to travel via Japan to Vladivostok and then either fly directly to Kyzyl or Abakan (with a 5 hour taxi ride to Kyzyl) or ride the trans-Siberian Railway. Here is how I would recommend doing it if you aren’t feeling that adventurous: Get to Moscow from the closest city to you that goes there. Then fly to Kyzyl or to Abakan (then Kyzyl with taxi ride). Or fly to Krasnoyarsk and connect to a flight to Kyzyl.
