If utilities are in the street and not stubbed to your property line, an encroachment permit is required from the Engineering Department to enter into the City right-of-way. Contact the Engineering Department to determine the closest utility and if it is available for connection. To construct the utility from the property line to the house a plumbing permit is required from the Building Department, connection fees are collected at this time.
