MoDOT can only issue SPE Certificates to applicants who are not physically qualified because of limb amputation, limb impairment, vision impairment, or insulin-treated diabetes mellitus. If a person is not physically qualified to drive a commercial motor vehicle for any other cause or reason, MoDOT cannot issue that person a SPE Certificate.
