During the Constitutional Convention, two plans were put forth to create new branches of government. The Virginia Plan wanted a stronger national government with three branches. The legislature would have two houses. One of which would be elected by the people and the second would elected by the first house from people nominated by the state legislatures. Also, the president and national judiciary would be chosen by the national legislature. Although, the New Jersey Plan wanted to transfer from a central to local government plan amending the old articles allowing for a stronger government. Each state would have one vote in Congress. The Great Compromise combined these two plans creating our current legislature with two houses.
