What exactly qualifies as a distraction-reduced setting?
We recognize that no setting is distraction-free. However, a setting with a substantially limited amount of pedestrian traffic and auditory background noise would qualify as a distraction-reduced setting. For example, if you were to choose to give the student his/her test in your office, the telephone would have to remain off the hook and there should be no office-mate or additional individual in the office at that time.
