What exactly is meant by no duplication of services?
No duplication of services means not providing weatherization services to households that have received services after September 30, 1994, or are currently receiving service, through the formula WAP program. Given that the existing local weatherization service providers through WAP will continue to deliver weatherization to low-income families while new providers through this grant program provide services, applicants must ensure that homes will not be weatherized twice, and that new grantees and WAP agencies will not overlap services to the same family/home.
