The Trust was set up by the government in 1988, following lobbying by the Haemophilia Society. The Trust was intended to be a hardship fund for those infected with HIV through receiving infected products from the NHS and the government gave the Trust £10m. In 1990 the government offered ex gratia payments to all those affected of £20,000 each costing the government around £24m. In 1991 the litigation was settled and a further £44m was paid to the fund to compensate those haemophiliacs infected with HIV. Between 1993 and 2001 an additional £15m has been paid into the fund.
