What exactly do Congress mandates for air cargo screening require?
In the 9/11 Act, Congress established new screening thresholds for aircraft carrying both passengers and cargo. Starting on February 1, 2009, 50% of all cargo aboard passenger aircraft must be screened. On August 1, 2010, the bar will be raised significantly higher to require 100% screening of all cargo aboard passenger aircraft.
