The Marshall Plan was going to be a joint U.S.- U.S.S.R. effort, but the U.S.S.R. openly refused. The success of the Marshall Plan made the U.S. the good guys and the U.S.S.R. the bad guys. Never before had America been so loved and with the reconstruction of Europe the spread of Communism stopped. The doctrine and reconstruction plan fueled the fire for the cold war and also allowed the U.S. to have a head start on the defeat of Soviet Russia.
