A. Since the passage of the Federal Telecom Act in 1996, the municipal broadband sector of the industry has grown very rapidly and continues to grow faster than any other segment of the market. While many states like Mississippi, North Carolina, and South Carolina, still do not authorize municipal entities to construct and operate broadband networks and to provide broadband services, of those that do, there are a significant number of project being developed and planned. UTI has provided support services to client in getting the first systems up and operating in the states of Alabama, Georgia, Tennessee, Missouri, and is supporting what could be the first systems in Indiana, Illinois, and Florida. Thus far, all UTI clients have met or exceeded the service penetration assumptions included in the Geneva and Tri-Cities business plans.
