Mayor La Guardia summed up his belief in the failure of Prohibition this way…’It would take a police force of 250,000 to enforce the Volstead Act and another 200,000 to police the police’. La Guardia predicted that Prohibition would lead to American organized crime, bootlegging, and massive corruption through out law enforcement in this country.
