QSCB proceeds can NOT be used for textbooks. QSCB proceeds can be used for equipment, such as computers, but only if they are to be used in the facilities being constructed (such as a computer lab), reconstructed or repaired. Proceeds should NOT be used for equipment to be used off-site, and because of that, laptops would not qualify unless their location is restricted to the financed facilities.
