QSCB proceeds can be used for equipment, such as computers, but only if they are to be used in the facilities being constructed (such as a computer lab), reconstructed or repaired. Proceeds should NOT be used for equipment to be used off-site, and because of that, laptops would not qualify unless their location is restricted to the financed facilities.
