What effect has the Real ID Act had on new Identity?

The Real ID has virtually no effect as most states have stated they will not particpate in the program. ThE Federal government passed the bill with no money allocation and the states dont have the money to institute the program. This is nothing but a run-around for Washington to get a national ID on the backs of the States. I dont expect to see the Real ID Act implemented in its present form.
