It depends on the person’s educational background and current job occupation. Old timer architects and mechanical drafters are trained to write in all caps and that is what they become used to. I’ve met more than one visual artist who prefer to write in all caps, however. The US Post Office prefers people to write out addresses on envelopes in all caps for ease of reading. In my case, when I write in all caps, it’s because I know from comparison that my all caps handwriting is more legible (easier to read) than my non caps handwriting. So, that could suggest that other all caps handwriters just want to be easily understood.
