A 23-year-old man was fatally injured early Sunday morning when a motorist ran over him in a downtown Dallas parking lot before fleeing, police said. Witnesses found Kyle Simcoe lying in a vacant lot in the 400 block of South St. Paul Street near Young Street about 12:25 a.m., police said. He was pronounced dead at 1:50 p.m. Sunday at Baylor University Medical Center at Dallas, the Dallas County medical examiner’s office said. Based on a witness account, investigators believe the motorist intentionally ran over Simcoe.
