What does VEAP mean by a shared environment?

VEAP has purchased licenses for a set of BI tools and are making these tools available to executive agencies in a shared environment that is, a set of VITA-hosted environments (e.g. test & production) that can accommodate business intelligence implementations for multiple agencies, or multiple divisions within an agency, concurrently. VEAP intends to purchase the software and pay the cost of the licensing, software maintenance and VITA hosting fees in the first year and possibly in additional years. VEAPs ability to pay for and provide the tools in these additional years depends on VEAPs funding and whether there will or should be a charge to the agencies a topic to be explored and discussed with the agencies during BICC planning sessions.
