Ether net protocol IN simple language check your nic card most probably your device is not seeing by your hardware, run add and remove hardware from your control panel,ARP is Address Resolution Protocol ,make sure your computer is not set with static IP address , mostly when your IP address is duplicated you might run to that problem…best of all check make sure you have Internet and your connection from your router box does show you have Internet or you can have more than one device connecting to your Internet source ; could be router ,switch ,DSL modem,I don’t think knowing the definition of any of those two will help you much,I send you a link to those definitions,, see if you understand it…
