I believe it originated within the USA.It signifies a (safe)return home.I am not 100%sure ;but I am led to believe that those who engage in “same sex”relationships advertise this fact by the display of a “rainbow”multi-coloured ribbon or pennant.A black ribbon/tie/arm band denotes someone in mourning.Those in charity work have adopted ribbons in assorted shapes and colours to announce support for their particular charitable organisations.
