The white stuff is called effervescence and is common on landscaping stones and bricks where the bottom is in a moist environment. As the top of the rock dries in the sun, it draws the moisture from the bottom to the top. Any free minerals carried from the pores of the rock are then deposited on the top of the rock as the moisture evaporates. It is not serious but is not very aesthetic. As has been mentioned Lime Away or a similar calcium remover will work. Be careful around plants.
