Pokmon Breeder allows you to evolve from a Basic Pokmon straight to a Stage 2 Pokmon in one turn without a Stage 1 evolution. In other words, if you have a Charmander (a Basic Pokmon) on the table and you have a Pokmon Breeder and a Charizard (Stage 2) in your hand, you can play Pokmon Breeder and then put Charizard right on top of Charmander (skipping the Stage 1, Charmeleon, stage).
