The S.O.E. pays for the crew of 300, fuel, all port charges the vessel incurs, insurance on the vessel and each residential unit, maintenance and replacement of the ships mechanical systems as well as replacement of interior items in a unit if necessary and all housekeeping for both public and residential spaces.
