This message can be produced by the Public Registry in response to any XDS.b transaction. XDS.b expects WS-Addression headers in the SOAP Header. One of them is the Action header. It must be filled in and must match the value specified in XDS.b. If it is missing or not the correct value, this message will be generated by Axis2.
