As long as their disagreement is civil and nonviolent, the PHA does nothing. The PHA believes that the issue of compensation is a personal choice that each Empath must make, and it does not threaten or attack Empaths who reach a different conclusion. Most PHA Empaths do not work in the Infirmary, which minimizes conflict with other Empaths.
