What does “The Prime Ministers draft Queens Speech proposals” mean?
In early November each year the Queen opens the new session of Parliament. The prime minister prepares a speech for her to read outlining the bills (projets de loi) which his party proposes to introduce during the current session of parliament. These are the proposals (propositions) to which this refers to. The “projets” (proposals) are in their earliest stage, being only suggestions, upon which much work needs to be done.
