What does the Liability Shift mean?
The Liability Shift came into force 1st January 2005 means that the party (either the card issuer or the retailer) that does not have chip and PIN capability will become liable for fraud arising from lost or stolen cards and where the card has been counterfeited. Chip and PIN is designed to greatly reduce these types of fraud.
