What does the following “Address is not available from the local machine…” PortListener error message mean?

You are already running the PortListener. Please make sure of the following. If you have Hide Inactive Icons” set, please turn it off, or set the PortListener icon to “Always show.” If the icon is not in the system tray at all, please open the Task Manager. Once you have opened the Task Manager, click on the Processes tab, and shut down PortListener.exe, and restart the PortListener to have the icon show.
