What does the Convention prohibit?
The CCM prohibits the use, development, production, acquisition, stockpiling, retention and transfer of cluster munitions. It also prohibits assisting, encouraging or inducing anyone to engage in these activities. Once a State has become a party to the Convention, it cannot defer this prohibition. The CCM effectively bans all cluster munitions that have been used in conflicts over the last 6 decades and that cause the humanitarian problem described above.
