What does “retail pull factor” mean and how does it affect SPLOST?
The retail pull factor is a way of measuring the economic strength of an area by comparing the amount of money residents spend to the amount of money non-residents spend in the area. Lowndes County has the second highest retail pull factor in southern Georgia. For every dollar a resident spends in the county a non-resident spends seventy-four cents. This means that much of the weight of the tax will be carried by non-Lowndes County residents. A sales tax is the only way to ensure those using our county’s resources pay their share for infrastructure upkeep and improvements.
