What does “Results Not Demonstrated” (RND) Mean?
A rating of RND means that a program does not have sufficient performance measurement or performance information to show results, and therefore it is not possible to assess whether it has achieved its goals. RND is not on the same scale as the ratings “Ineffective”, “Adequate”, “Moderately Effective”, or “Effective”, each of which indicate there is evidence of a certain level of program performance. Because the PART employs an evidence-based analysis, the PART’s first goal is to help ensure that Federal programs have a basis on which to assess their effectiveness, to the extent that the collection of data and impact information are feasible and cost effective.
