By the way, the Pasadena City Planning Department doesn’t consider a project “in the Pipeline” until an application is filed, regardless if they have had variousl discussions with the planning department and other city staff, and regardless of how long the owner(s), architect(s) and developer(s) have been working on it or how many schematic designs had been done. A lot of the projects take about 2 years from the time an application is filed (enter the pipeline) to the time a building permit is issued (when they can actually begin construction). Due to various issues about codes, or traffic mitigation, or community objection, or unforseen costs, a larger number of projects that enter the pipeline get dropped, or come back years later in a completely different form and possibly even different location.
