Either someone else has a adoption paper on him and its pending approval, or its pending for more evaluation or medical work (neuter/spay, etc.).

Yes I think that means they have an adoption pending. It’s always possible that it won’t go through, many of the rescue groups are very strict in whom they allow to adopt.
