What does one do to get a cloud-seeding program underway?
The area within which cloud seeding would be performed must be identified at the outset of any effort to build a rain-enhancement program. A next step would be to identify the source, or sources, of funding to cover the expense of seeding. Once this is accomplished, the individual or organization sponsoring the effort needs to draw up a set of specifications, giving details on how the operation is to be conducted (e.g. what type of aircraft are to be used).
