When the mud is locked, only members of the authorized groups are permitted to log in. By default, these groups are SECURE, ASSIST, ELDER, and TEST. Anyone who is not a member of these groups, whether they are a creator or a player, is prevented from logging in. To lock the mud, use the admintool command, option a.
