It’s basically a license that let you sell up to 2,000 units (mixtapes, mp3 sales, digital downloads, myspace sales, itunes, etc.) for profitable use. After you’ve sold more than 2,000 copies, then you are required to purchase an exclusive license. Exclusive license is only sold once and it’s immediately taken off the site. This site only sells leases.
