You need to define for yourself what you call Wiccan. If you are technically Wiccan, then you are initiated into a degreed coven, and you work and study your way up through that tradition, whether it be Gardenerian, Alexandrian, etc. If you call your self Wiccan, meaning, one that studies the way of the Wise, then you are not part of a coven, so you can be your own high priest/priestess. However, this is difficult to be looked at by others as “Clergy”, when you haven’t had any training or tutorage, so others might not take you seriously (sorry, but that is just the way it is for other religions also). If you want to handfast your friend’s marriage to make it legal, you need to look at your local laws regarding who is allowed to officiate at a marriage. Usually, to be “legal”, they would need to get a marriage license. If they don’t want to get a marriage license, then there is no way it is going to be legal anywhere. For yourself, you would have to be a member of some clergy somewhere,
