HMOs must only accept new patients from November 15 to December 31 of each year. During other times of the year, the HMO can close their enrollment. Recently this has been happening in some of the southern counties in Colorado. Closed enrollments are often the result of the HMOs inability to obtain “favorable” contracts with physicians or hospitals.
