When a scorpio loves someone it’s whether 100% or nothing. So I’m thinking that if he were really in love with u he would definitely go for it! I think he just doesn’t want to hurt your feelings because he’s attached to you in a friendly way and doesn’t want to loose the friendship you and he share, because as you know scorpios and capricorns can become very close friends, and he doesn’t want to let go of that.
