The Moody’s global scale rating assesses the risk of repayment on the rated taxable bonds as compared to the bonds of other global institutions, including corporations, as opposed to Moody’s traditional municipal ratings, which compare the issuers bonds solely to the bonds of other municipal institutions located in the United States.
