What does it mean to be FIPS 140-2 certified?
A library (for example, a dll file) that includes FIPS 140-2 approved algorithms can be FIPS 140-2 certified. The level 1 certification process involves testing the library for accuracy and a number of other characteristics. Only cryptographic libraries can receive FIPS 140-2 certification; applications themselves cannot be FIPS 140-2 certified. Therefore, Notes and Domino cannot become FIPS 140-2 certified, but they can provide FIPS 140-2 support by using a FIPS 140-2 certified cryptographic library and using FIPS 140-2 approved algorithms.
