It means to not do (or refrain from doing) things *because* other people are doing so. It need not even be other *people*, but can also be one person. It certainly need not be a majority. Thus in an episode of Southpark, Stan becomes a member of a group of Goths who say that all one needs to do to belong to the “nonconformists” (that is, to *them*) is to wear the same clothes and listen to the same music they do… A nonconformist may well do things many other people do; but he never does things *because* other people do them (so as to be accepted by them, to be part of a group, etc.).
