It depends on the sub-surface rights laws of your state. In some states, you can own the land, but the state or someone else can own the sub-surface rights. This doesn’t mean they can come in and kick you off of your land, USUALLY! I would assume the individual wants to acquire the rights along with other sub-surface rights for many other parcels. Because there are homes on the land, the sub-surface rights may be relatively cheap. This may be considered a very long term investment. Many corporations will wait a century until the area (MAY) become dilapidated. Then buy the surface rights (title) and mine. Or it may be that the person seeking the sub-surface rights is trying to sell all of the rights to someone else who ignorant of what’s on the surface. (Like someone who is in another country and has never seen the land before) Or this may be because this person wants to be able to show ownership to a board of investors.
