What does it mean if an account is placed on hold?

If a user violates our Terms of Service, we place their account on hold. Users whose account is on hold may not place an order. Also, accounts that are on hold do not count as a valid referral. If one of your referrals was placed on hold, your account is not affected other than being unable to count that user as one of your referrals.
