A – FOC, Full Operational Capability, denotes when PSC holds the new contractor financially accountable for meeting all service delivery standards and timeframes. Once the 90-day Transition period is completed (see definition of AOR), the new contractor has 60 days from the AOR date to fine-tune their processes in order to meet the Service Level Agreements (SLA) or face financial penalties. FOC continues until the end of the contract period, in this case, for up to seven years.
